This may seem like a stupid question but how hot/cold does 24 degrees feel to touch? I've had my tank cycling for the last 24 hours and the water feels cold to touch, the heater is working but I always imagined the water would feel warmer than it is.
 
it will feel cold as you gotta think your hand is at 37 degrees

best bet get a thermometer can pick them up for pennies
 
yep, 24 degrees is quite cold to the touch, its only a little bit over room tempurature
 
I'd also add that it depends on how warm you are. On a nice hot day, the water will feel cold. But in the middle of winter if your hands have got cold, the water will feel warm. By the time I've got all my water changing stuff out of the garage in the middle of January I'm usually shivering and the water feels lovely and warm.
 
A lot depends on your personal senses of things but I find 24C to be near room temperature while much warmer water actually feels warm.
 
Agree with essjay, humans are very subjective about temperature feelings and one should always have a tank thermometer for another piece of data. For comparison's between two containers of water though, human touch is pretty good, good enough for rough temperature matching for water-change return water.
