Stunted Goldfish?

The above fish has a major kink in both sides of his tail, which you can see in the picture; he also doesn't use his left pectoral fin very well and so is a rubbish swimmer. Occasionally he will repeatedly swim from one end of the tank to the other, and at the corners he will turn around and run the sides of his body along the gravel but has no signs of Velvet etc; he also stops doing it if you remove him from the tank and gently stroke his head, flanks and fins :crazy:

He is about 5" long, including tail, and probably about 2 years old. His last owner kept him in a 15l tank for about a year with another Oranda (now sadly dead) and a black moor (given away but was perfectly healthy, if a little aggressive).
He is now in a 2.5' tank with two baby Ryukins, water is clean with good filtration and no Nitrite/Ammonia and low Nitrate.

From the above, does it sound like he is stunted, or just a big weird? I have figured out that I could get his tail sorted out by getting a vet to cut it off and letting it grow back, but I don't want to as it doesn't seem to hinder him in any way.

leave him be he seems happy enough

i have one that had its tail chewed and thats got a kink but it dont bother him
