Strip Light Advice Please

In one of my smaller tanks the light keeps flashing on and off, is this likely to be the starter or the strip light? Don't really want to have to replace both unless i have to.

Usually it is the globe that is dieing when it starts to flicker on and off. It is a good idea to replace the globe and starter at the same time as they wear together and if you use an old starter with a new globe they sometimes are unable to get the light to come on. They aren't very expensive. Starters will set you back about a dollar and the globe will vary from a couple of dollars up to 30 or 40 depending on the type of globe.
