if the color of the betta head is discolored and is like blue ish does that mean they are stressed ?

Stressed bettas usualy lose thier color and have clamped find, yes. I'm not sure what you're saying but if she/he is losing color then most likely they are indeed stressed.

Unless it has the marble gene. Then it might just be starting to marble. The first signs usually start at the head.
