Strange Tank Colouration.

I've had my 60L aquarium set up for about 8-9 month now and I've noticed it's got a strange tinge to the water.
I've got white gravel, a few green live plants, two artificial red plants and I'm running two of those white energy saver lights (the aquarium ones, not just normal light bulbs.). I noticed it and instantly assussumed it was green water algae, which I treated right away (or so I thought.).
I've just recently put some of my aquarium water in a clear glass and it was crystal, but STILL this strange tinge remains, could it be the creamy beigy wall behind the tank? Would a backdrop improve the look? It's really baffling me, it's the final hurdle in setting up my tank, everything's perfect except for that.

Welcome to the forum!
It could be a slight bacterial bloom or a biofilm on the inside if the glass. Have you tried scrubbing the inside of the glass? Sometimes a backdrop will highlight any cloudiness instead of disguising it.

Meant to ask, how long has the water been discoloured for?
 
It's been discoloured for a few weeks now. I assumed it was the wall behind until just recently a friend pointed it out.
 
A few weeks is too long for a bacterial bloom I think, if it was bad enough to last that long it would be a very obvious cloud. My best guess is that you may be right and the colour of the wall behind is influencing the way you see the water. Geting a backdrop or even painting the back of the tank (which is what I did) won't hurt and will probably help the fish feel more secure anyway.
Someone else will be along shortly to help too I expect.
 
No, I didn't think it would be a bloom, it just doesn't look that way. It's just strange. I'm on my IPhone so I'm not able to upload a picture to show you.
 
It's not just fine particles suspended in the water column on their way to the filter intake?
 
The water's perfectly clear though. No bits in it at all. It's all very confusing.
 
Hmm, I'm out of ideas. I guess the wall behind is the only suspect still in the game.
