Strange growth/scales/discoloration on male Betta

Hello all,

Some background first.
60L fish tank
1 male Betta
8 glass blood fin Tetra (I wanted to get 6 not to over stock but the pet store put 8 in the bag by mistake)
3 Otto's
1 red cherry shrimp
Live plants, sand and bogwood


Ammonia 0
Nitrite 0
Nitrate 10/20 ppm
pH 7.4

Over a week ago I noticed like this white growth, that looks like a cluster of strange scales or something it's really hard to describe. It does look like a bubble when you view the fish head on, but you can't really see it when you look at the fish from the side. I have attached some pictures for your viewing.

I do not believe it's ich.
The fish isn't showing any strange behavior, eating well. Other fish are in perfect health also.
I've had the fish for 6 months now.

Any idea what's going on guys?

Only one of the pictures is in focus so I am going with that one (100562).

It is not whitespot (ich).

It looks like a scale might have fallen out or there is some excess mucous.
Is the fish rubbing on anything in the tank?

I would do a 75% water change and gravel clean the substrate every day for a week and see how it goes.
Make sure any new water is free of chlorine/ chloramine before it's added to the tank.

Clean the filter if it hasn't been done in the last 2 weeks. Wash filter media/ materials in a bucket of tank water and re-use the media. Tip the bucket of dirty tank water on the lawn.

If there is no improvement or it gets worse during the next week during the water changes, post more pictures and maybe a short video of the fish.
