Strange behaviour

I tried posting this topic in the emergencies but i did get a reply, but anyway my guppy has been acting strange for the past few days and were wondering if anyone could suggest what's wrong so i can help him. I have three male guppys which usually swim around together but one isnt himself as i keep finding him just sitting at the bottom looking pretty lifeless and when the other two come over to him he isnt bothered!! Ive also noticed he occasionally rubs his side along the gravel, any suggestions? please!!
 
How old is the tank, what is its size etc?? If its new then it might not be cycled and the High Nitrite and Ammonia will be getting to him, Please read the pinned article on 'new tank syndrome' and then get back to me ;)

The tank has been running since the begining of january, and recent tests have been ok, the tank is 13 uk gal. A couple of weeks ago i changed the top layer of my gravel thou.
 
Right if params are ok then it might be some sought of parasite. I would first do a water change of 20% and then treat him with a general med like interpet liqusil.
