i either have to make a stand or use some chest of draws.

because how big the Rio 400 will two 2ft chest of draws be able to hold its weight?

the rio 400 is 151cm wide and 51cm deep. all water doesn't weigh the same but a quick look online tells me 1 litre of water at 24 degrees c is approx. 1 kg in weight. so if you have somewhere between 400 - 450 litres of water in the aquarium that will equate to somewhere between 400 - 450 kg plus any decor ... in other words quite heavy! i don't think anyone on here can answer re: your chest of drawers as we don't know how they've been constructed however i would strongly advise you to buy a purpose built base e.g. the juwel one or to build one yourself that you know is fit for purpose. if you're not a diy'er then maybe a family member or friend that is can help.
 
Also the glass itself weights a bucket-load...

If you do think the two chests could take the weight, i ould recommend a large sheet of plywood at least 10mm thick between the chest and the tank. This shouls disperse the weight a little bit between the two.
Its not that hard to build a stand that will take the weight - just lots of 2x4 with plenty of support. Or for the simple bug ugly approach, just use breeze blocks and plywood
