Fish Crazy

When I got home last night my little cory Dino was just sitting there and not moving.....he seems to move an inch and then just sit there again....his little tail is curling slightly around his body.....I have tried everything.....The nitrite and ammonia are 0....the PH is 6.5 and the Nitrate is just under 12.....according to my test kits these readings are all okay......my water temp is sitting at about 77......my tank is 1ft x 2ft x 1ft.....I have just finished treating the tank for bacterial infections.....I just don't know what else to do......?
I really don't want him to die.....but looking at him I now feel that maybe it would have been better if I had?
His little tail has wholes in it from where I think the other fish were biting him....is there anything I can do, I feel so helpless... 
I noticed the other two Panda Cory's black fins seem to be fading or maybe I am just going mad watching them too closely?
