Spare Tank

I have a 22 Us gallon tank sitting doing nothing, and my parents dont like the idea of me adding a heater in it to make it a tropical, so i though i'd make it a cold water tank. I would like a goldfish as the more i look at them in the shop the more i seem to like them, but i dont want to place it in a takn that isnt big enough. The tank is 3 foot x 1 foot x 1 foot. Would a fancy goldfish be happy in it or would it not really be fair to keep one in it? Also if a goldfish could live happily in it what type would that be? I was thinking a Veiltail as they look quite good. Any help or suggestions would be would be appriciated
