I get them too sometimes but refreshing or waiting a minute fixes it. I think it's a problem with too many attempts to access the database at once. Occasionally I see similar messages when someone tries a DDOS attack on other message boards.

Forums like this (PHP) use MySQL as the database.. its a free one.. you pays yer money, you makes yer choice as they say..

its pretty good for free.. you go for oracle or SQL server, your problems will only be different anyway.. heheheh
