Fish always seem hungry, but it's not good to overfeed them. I feed mine once a day. I'm not sure how much you should feed based on your assortment. There are probably some guidelines on the food container. The whitish crust is probably from minerals in your water. You could try scraping or scrubbing it. Don't use soap or other cleaners on the inside. If it's on the outside, I'm not sure I would use any cleaners there either. If you do, don't spray windex or anything in the area; instead put it on the cloth or paper towel away from the tank. Yes, turn your light off at night so your fish can rest awhile. It's a lot easier if you use a timer for the light.

Fish would eat till they exploded. The general rule of thumb is to feed them what they can eat in 3 to 5 minutes. If I did that for my bettas though, they would pop. They get 3 or 4 Hikari Betta Bio Gold twice a day. They eat them immediately upon them hitting the water. One of them is even so impatient, he will jump at your hand to get it from you. They would literally eat the whole pack if I put it in the tank.

feeding your fish 2x daily is not very good for them. 1x daily is good enough, and just do one pinch. In fact you should make them go 1 day every week with no food. I was told this when my white clouds became VERY over weight

That crusty stuff will usually come off with some hot water and an algae pad.

If you aren't at home during the day, you can change day time/night time for the fish to fit your schedule. If they are in a dark room, you can make the day time for you their night time, and your night time, their day time. As long as they get atleast 8hrs of night to rest in. The best thing to do is to put it on a timer.
