my snail layed some eggs (I have three) and found the clutch at the bottom of the tank..i dont leave but a half inch of space between the waterline and the tank lid..so I found them at the bottom of the tank as though they had fallen..I didnt see my frogs or my fish bothering them so i moved them to the top of the tank on top oif a little ledge..what should I do??

They will probably be dead by now. The embryos drown when submerged in water. I would chuck them outside/ into a bin.
And just a note, each 1 inch of eggs produces around 150 baby snails.

holy cow thatss alot....but i dont want to throw them away if they are not dead because i had just looked at the tank and a few minutes later wham eggs...how can I tell for sure?

You can't tell for sure, you'd have to leave them to hatch which should take around 2 weeks or so depending on the temperature of the tank. I personally would chuck them. They'll die very quickly as they dry out and at this point in time are just embryos, not proper little snails.
