Small moving black dots

Hello,

Does anyone know what these are?
They are small and moving around

They are probably tiny snails. Better pictures (better focus, steady hand) would be needed to confirm and tell you what kind (family and genus). There is quite a diversity that may colonize a tank. From the look of your photo, it appears that they are small and flat/circular, which narrows them to a few types, excluding others. Better photos with your phone camera are needed.
 
Yes, better but still somewhat out of focus. they appear to be snails of the genus Gyraulus or related (family Planorbidae, same as larger Ramshorns). They are harmless but can become a nuisance when very abundant. What kind of fish do you keep?
 
Freshwater limpets?
