my plec has like a film that comes and goes any idea what it is?

if it looks like a cream coloured film then it is excess mucous. Fish have a mucous layer over their body and it is normally clear. However, if the fish is stressed out then they produce more mucous and look cream or white.
Poor water quality is the biggest cause of excess mucous. Check the water quality for ammonia, nitrite, nitrate & PH
