Sick tetra needs advice!

Help! One of my two white tetras has been ill for some time. His bottom lip is swollen and puffy, and I'm unsure of how to treat this. I have 7 tetras (5 neon, 2 white) and a loach in a 10 gallon tank, and I change 20% of the water every week. Water temp is constant, and is treated weekly for ammonia and nitrates. They are fed a little every morning and evening. Should I only be feeding once a day? They always eat what is put in the water quickly.
If anyone has advice it would be a big help!

I dont know how much this will help, but I have learned to never overfeed the fish. For one thing, it will make the water dirtier, and it will sometimes cause sickness. I feed my fish every other day.

i feed my lemon tetras 1 time a day usually around 8 am and skip 1 day every week usually sunday.
