Sick Siamese Fighting Fish

recently discovered my fish has like a white build up round its mouth meaning its not eating as it should, hes slowed down become withdrawn and is just generally not healthy, what could this be? i gave him a white spot treatment just in case any help would be good thanks.

Is it fluffy? sounds like a fungal infection like cotton wool disease.

no its not fluffy it just looks bit rough
