sick molly (popeye?)

One of my mollies (I've had him over a year) appears to be sick. Ever since I got him, his eyes have been swollen. I brought him home from the pet store like that (not knowing any better). I've tried treating him for popeye, but it doesn't go away. He never seemed bothered, but I think he's blind.

Now his fins are clenched and he's a bit lethargic. He's still eating and swimming around. I think he might be picked on by one or two of the other mollies in the tank, which could be causing his recent behavior. However, I'm still worried about his eyes. I've noticed the right eye has an extra bump on it today.

Set up: 10 gallon tank with couple of mollies and a tiny platy. Running for 14 months.
nitrates: 5 - 10
nitrites: 0
ammonia: 0
pH: 7.8

I've treated the tank again with Maracyn-Two in hopes that it might help his eyes. Any advice?
 
None recently. I haven't added any for two or three water changes. Should I?
 
Yes, mollies like brackish water. They don't get as many diseases and live longer.I wouldn't do complete brackish unless you can isolate them.

How do you know how brackish the water is? Is that what the GH test measures? I've got hard water (real hard, it's terrible!) as it is and was once told that because of that I didn't need to add much salt.

In a little update, he appears to be doing well overall. Still treating him for whatever is going on with his eyes. I can't even see his eyes to be honest. They are just orange bumps, poor thing. He must be able to see somewhat because he can swim around the tank without running into the side or the rock log thing and he has no trouble finding his food. Other than that he's pretty clueless.

get a hydrometer to test the SG of the water a brackish tank should be around 1.010 to 1.020
