Sick Fish Help Needed

A friend sent me a picture of her goldfish, can anyone tell me what is the matter with it.......I thought it could be DropsyIf it is, should she isolate the fish and is it contagious???

Looking at the raised scales it certainly looks like dropsy. Would be better if you could see its eyes, if they are protruding then it most certainly is.
