Sick Fish - Any Ideas How To Help Him

I am hoping you guys could offer some advice, I have a pearl Gourami who has been ill for several weeks now. He was in a 47Gal community tank for the past year. Ammonia 0, Nitrate 0, Nitrites 0, Ph 6.7

All my other fish are healthy and behaving normally, but this guy, who was a bit of a bully at times, was flashing intermittently and started to hide under a piece of bog wood, only coming out at feeding time. When I did finally get a look at him, I could see he has several white spots on his body and pectoral fins and his body looks rather grey/cloudy (if that makes any sense) also I see he has several tiny, tiny holes on his body - in the same areas as the white spots.
Looking at all this, I thought he had Ich, so I increased the tank temperature from 76C to 79C and treated with an Ich treatment for 10 days then did my usual 50% wc. I have to say, I didn't really notice any difference and about 2 wks later, at my wits end on how to treat him, I treated for flukes and velvet. Again no real difference, the white marks are away from his fins, but I don't really know if this is a result of treatment or what.

I am at a complete loss what to do with him, my other fish are still healthy, happy and even spawning! So last week, I transferred him to a spare 15gal tank that has been up and running for about a year now and has the same water parameters - he is in there on his own and behaving in exactly the same way, so I can't get a decent pic, if I do, I'll happily post it for you.

What are your thoughts????? I dont want to keep blindly throwing medication at him and also worry about the effect of that on my filter!
 
Any particular reason why your NitrAtes are at '0'..? A healthy Nitrogen cycle has the end result of NitrAtes, unless you have a heavily planted tank of course.

Yes, the tank is fairly heavily planted, a mix of anubias nana, crypts and water sprite to keep the algae, etc at bay. I use excel for C02 and dose EI 6 days per week.
