sick clown loach

hi all,

i have a clown loach that is breathing really heavily with rapid gill movements the fish is also quite listless on the bottom its eyes also have a grey ring around them.I dont think this is the start of dropsy.
i have him in a small container with methelyne blue at the moment. can any body tell me please the exact dose rate and duration for a tonic bath rather than a tank solution,

First of what are your test results in ammonia,nitrite,nitrate,and ph, size of tank, and how many fish and what type.

test results are as follows,

ammonia = 0
nitrite = 0
nitrate =5/10
p.h = 7.3
hardness = 8
oxygen = 10
temp = 27

I no the tank is 65gal but it could be overstocked with the bigger fish, does the gill area look red, and his he flicking and rubbing against objects.

thanks for replies..but alas the fish died a couple of days ago,still with no apparent reason.everything else in tank is looking fine and no other problems,,,thanks,,john
