Sick Betta

My Betta is sick. He has been hanging out near the top of the tank all day. His fins are flapping but he hasn't moved from that spot. His body is big, I think he has dropsy. What can I do?

First of all can you post test results in ammonia,nitrite,nitrate,and ph, does the fish tummy area look bloated, do scales stick out loke a pinecomb, if the fish is still eating try a shelled pea and some daphnia.
