My Betta has had something going on for months.

I noticed a scale turned white and slowly got bigger and bigger. I couldn’t figure out what it was. I thought maybe he scrapped his face on something. Then started noticing smaller one around his face inline with the first. I started treating with Seachem Paraguard and then Seachem Polyguard. During this time not much changed except something on his tail. He has had an odd lumpy blue thing coming off his body down his tail. He has had this since I rescued him from a his previous owner. I could not find anything that look like it online. It is the same color as his under-color. He is red with blue under tones and that one blue lumpy strip. I thought maybe it was a tumor. Well one of the days when I was treating him I noticed it was shredded like he bit it up. I have never seen him fin bit. That was maybe first day or so of polyguard.
The white thing on his face did not seem better. So I thought maybe it was parasites. So I orders API general cure. The day I did 1st treatment, I noticed the white thing turned red before I added treatment. I fallowed the directions and treated two doses 48 hours apart.
The biggest white lump is gone but there are still some little ones. And know I think I see velvet. That could have been there the whole time. AND his blue lumpy tail strip is even more gone. Looks like he ripped it up again. But still I have never seen him mess with any of his fins. I’ve never seen him rub on anything either.
What is going on? What should I do?
His face looks better but not cured. Should I do another dose of API General Cure? Can I? Or is there something else I should treat him with? I purchased some Methal-blue but decided to treat with General Cure incase it was parasites. Should I do a dip? Or something else?

pictures below show the white things around eye area to mouth. The other pic is what is left of the blue lumpy strip he had. I think it is lumper that when I got him.

any advise would be greatly appriceated!

I went back and looked at some pictures and the blue thing was not there when we got him in june. It started sometime after I moved him to the big tank. 1st pic is sept 25th (and I can see the white thing on his face starting), 2nd oct 3, and 3rd dec 31 when he 1st ripped it up.

I have wondered if putting him in the bigger tank was too much stress. The filter flow has always been a Little much for him and it was a new tank and went through algae issues:(.
Now he hardly swims around at all. I’m wondering if I should move him into a smaller tank.

I don't know maybe that will help him.
 
He looks old and sick and covered in tumours. If he stops eating or has trouble swimming, then euthanise him. There's no treatment for tumours in fish.

The blue on his tail is most likely a tumor but not on his face. That is either parasites or fungus or bacteria or viral.
Does anyone have advice for that?
 
The bumps on the face are not parasites or fungus. If they were bacterial they would have spread and started eating his face, not bubble up. It's either viral or tumours. There's no cure for either, although viruses can sometimes be treated by boosting the fish's immune system and cleaning up the environment so there's no stress.
