Shutting the Oxygen off

Can i shut off my oxygen to my tank if there is just water in the tank and no fish? I thought i would do this because there would be more c02 and the plants would grow rapidly

You are injecting Oxygen? If you really mean that, then you are way over the top! If you mean air, and there are no fish in the tank, then you don't need that either. Even if you have fish in the tank, as long as you are not overstocked, you do not need an air pump/column of bubbles, just as long as there is a little agitation of the surface, which your filter return will generally provide.

If you are injecting CO2 for your plants, having streams of bubbles and huge amounts of surface agitation will remove the CO2 before your plants can use it thus negating the whole point of putting it in!

If you mean something else - post again with a little more info!
