Have you checked the bottom of your shoe?
I have my betta in a 10 US gallon tank with 2 plastic plants and this anchor kind of decoration as well as a plant pot for my CAE's to play in.
My tank stock is:

-4 glolite tetras
-2 CAE's
-1 Male Betta
-1 Male guppy that has been through hell and back. :p

Recently my betta has started getting some tattered fins and such. Would this be the start of finrot? Or is the filter intake or the plants shredding them?

All I have to keep him in is a 0.5 US gallon circular bowl. It is fairly big compared to what most bettas are kept in. I could give him that bowl with a bit of gravel and eventually some sort of silk plant. Would it be okay? He isn't a very big betta. Not small, but small enough to be comfortable in it. I am not allowed to go out and buy anything else to keep fish in like a 2.5 gallon because my parents think ill just want to buy more and more fish.

It'd probably be best for your betta and for most of the other fish including poor guppy :( . If you have a few bucks a 1gal bowl would be much better but I think he'd be happier on his own. I would keep him in that bowl you have for now and eventually get him a bigger bowl. :D

I would remove him into the smaller bowl. Then you could maybe go to like walmart and get a bigger one later. I think a 1 gallon bowl would be like $7.00  Or maybe less who knows?

Hed be much happier as i learnt the hard way bettas oftern get bulied in communtiy tanks
