That is a male, notice the little bit of rough "hair" on the side of his rostrum ("nose"). This is a male thing, females have very smooth rostrums. Even young males if you feel the sides of the rostrum it will feel rough if the hair isn't fully apparent yet. But, your photos show a male farlowella vitatta
