I have a 5g tnak already but i would like to have another 5g tank for some other fish i have a tank (my sisters old one) and i have everything that follows, a heater, a filter, a gravel cleaner, a 5g tank some carbon, and a air pump what else do i need to susscessfully (sp.) maintain a new 5g tank. (im kinda new at this) :D

Just some lights (if you haven't got any) and some decoration. Do't forget you can't keep many fish in there at all.

A single betta is about all you can keep in a 5 gallon. Almost all community fish need to be in groups of at least 3 and preferable 6 and that would be overstocking.

In theory, but fish also need room to swim, smaller fish are usually more active so need a much larger tank than you mghit think.

And there are very few (if any) fish who stay under 1" when grown. Most small fish are schooling fish too and need to be in groups. Three is an absolute minimum but you really need at least 6.
