Salt Water Fish

What is it that makes the salt water fish so spectacular in color compared to the fresh water fish?

Common sense would tell me that vibrant colourful reef fish are coloured like that so they can camouflage themselves within the corals.
But not all saltwater fish are really colorful like that.
