Sorry I dont have testing equipment until thursday.

Fish Symptoms (include full description including lesion, color, location, fish behavior):
Red spots on side and underneath on belly which is swollen. White coating on eyes, swimming irregular, upside down and sideways.

Volume and Frequency of water changes:
Weekly 20%

Chemical Additives or Media in your tank:
None

Tank inhabitants:
Silver Doller, 2 Kissing Gourami, Ghostfish, upside down catfish, silver shark, albino catfish, 2 blue gourami

Recent additions to your tank (living or decoration):

Do the red spots look like pin pricks, it sounds bacterial to me, plus is the fish in the same tank with the fish tb.

Red spots on skin can be caused by:
Regarding the small red dot, small pinprick like haemorrhages (called petechiae) can be due to a local lesion, a generalised septicaemia or toxaemia caused by acute viral and bacterial infections
 
I would do an immediate water change, and look at your stock as some of the fish shouldn't be in that size tank.
The silver shark which is a bala shark need to be kept in groups to be happy, plus they need 120gals.
The plec you are keeping is a big waste producer, i would do a gravel vac and water change, and take a sample of your water to the lfs and tell them to write thr readings down for you.
The whole tank is at risk.

Apologies, the tank is 120gallon not 120 litre..

The red lesions are larger than pinpricks, they are size of a small coin.
 
If you can issolate you will need an antibiotic, but the fish is in a bad way, once septicemia progresses hard to cure sorry.
