Safe To Use 25-35w Lighting Controller

Is this a safe option. My 9 year old brother needs to finally arrange the lighting in his tank and i have maybe 4 of these lighting controllers lying around and a 15w bulb that was bought accidently. Would this be a problem?

Flourescent tubes ? If so, you will be fine.
