Rock Building Glue Recommendations

I picked up some large, light green and smooth pebbles from Homebase and laid a design on top of my substrate a couple of months back. It looks great but now I want to construct a high mound using the same pebbles.
In the past I have used 'fish safe' silicone and hot glue but it is not very strong for heavy material, especially after it gets wet.

What about Aryldite (spelling?) 2 part mix?

Any suggestion from tried and tested experience welcomed

Dont use Araldite.

Or silicon, or hot melt glue, or superglue !
