right amount

i have a 30 gallon rectangle tank with these fish.

4 harlequin rasbora
6 neons
4 dalmation mollies "all small"
4 silver mollies "3 small 1 big"
2 swordtails

is this a good amount I know you can over populate a tank but can you under populate a tank?

Nice fish and a nice amount for your tank. Gives them lots of space. No - you can't underpopulate a tank.
