Rhinogobius Duospilus Needs More Oxygen?

I have 1m/3f Rhinogobius duospilus in a 20g long with 5 long-finned white clouds. It's a new tank but seems to have cycled, never got any positive ammonia/nitrite readings. Temp is 68F, pH is 7. The AC 50 power filter has a filter max 2 sponge pre-filter.

The females breathe relatively normally. The male, however, is breathing hard and rather rapidly. Is this because there is not enough dissolved oxygen in the water?

I tried running my Koralia nano 425gph water pump both along the width and along the length of the tank, but it's too powerful for the white clouds and blows them about so I turned it off. Anything else I can do to help the male?
 
its easy to get oxygen into a fish tank and if your making the extra effort to oxegenate the water then i dont think that is the problem. i would be more concerned about water quality as if your new tank has never shown any ammonia readings then there is something wrong. it sounds to me like it has cycled yet tbh
