I suspect he means Power Compacts, a type of fluorescent lamp that fits into regular BC or ES lamp connectors and has the starter built into the base of the lamp itself.
If so, and you are handy with the wiring, then sure you can use PC's. Bare in mind, those sold for domestic use are usually 2700K or similar and hopeless for planted tanks, but if you want to brighten up a tank and plants are not an issue - fine. You can get PC's in more suitable ranges of course, but they tend to be more expensive, and not as widely available.
Personally, I'd not use batten holders, I'd use a holder where the wiring was the "dry side" of the hood wall, but I've seen people here doing that.
