Restarting My Aquarium - Need Help!

I have had some guppies and neons for a while now, however never really took the time to properly care for them. Just with their habitat I mean (Some rocks and a 2 plants) - I've had none die the whole time I've had them! 
 
However when my guppies had some babies I decided I want to get more into it and make a 'proper' tank. I love the look of these types of tanks and want mine to look somewhat similar.

As for my tanks details, I don't know them at the moment. But my tanks length is around 1 meter and approximately 147 litres in volume (I'll have to check). I've got a big light but its pretty bad so I will be getting a new one, my filter is only a basic one and somehow the stupid apple snails have laid eggs inside the filter sponge, so now there are snails constantly stuck and growing in there

  Once again I will get the details of these soon. I have a small heater that I don't know if it works, but the water usually remains quite warm so it must be working, it's just me that doesn't know how to programme it. 
 
I like the mountain effect the above tank has, how would I achieve this? Is this plants just put on a large fake/real rock or a pile of sand? I would also like to get sand in my aquarium - is it easier than gravel? If so would I have to get a better filter and if so what type would you recommend (Cheap as possible please)? 
 
As for plants I am still making a list - but here are the basics (Going for a more carpeted look):
 
Java Moss, Water Wisteria, Java Fern, Cryptocoryne Beckettii, Brazilian Pennywort, Hornwort, Guppy Grass, Corckscrew Val, Watersprite, Riccia and Anubia on driftwood. 
 
Would Clown Loaches fit well into this environment? I was hoping they could help eat all my baby snails! I am just worried about them getting too bit however. Would it be worth getting a bigger tank and selling my current one?
 
Do you have any recommendations or things I should change? Thankyou!

I've got a mesh hatchery which I'm extremely disappointed with as the small fry can fit through the holes! But it is keeping some of them in. I'm also getting some brine shrimp in the next few days and hope to successfully raise them!
 
okay, uhmm.. where to begin.
 
Clown loaches BIG NONO. they are a schooling fish and grow quite massive.
 
regarding how to make the mountians fava moss attached to rocks will work.
 
sand, it's not hard at all and fish tend to like it much more
 
if it's a cheapy little heater it's typically self programmed to stay at 78F-80F
 
HOB filtration is cheapest.. I use a cascade 300 and I filled it with sponges and plastic pot scrubbers ~35 bucks total.

How about zebra loaches instead of clowns if you want smaller ones ?
Am thininking about zebra loaches as they stay small and I've read they also eat snails, but maybe somebody else who has them will confirm it.
 
i love the look of those tanks too but i havnt a clue at how you go about making them look like that.
 
i think the sand makes it easier to plant and also is better for fish such as loaches as they like to burrow and flick them selves against the substrate.
 
loach wise i have 4 yoyo loaches that have kept my tank free from snails and like zebra loaches they only get to about 10cm/3inchs
