replacing side of tank

i had a 3 ft tank with a cracked bottom so i cut the silicon away and pulled out the pane. i have bought another piece of glass the same size and i was wondering if i could just silicon it back in place ? the old bottom had cylindrical glass tubing aroung the edges at the bottom, is this 2 reinforce the bottom? do i hav 2 put anything on it 2 make it stronger or would the silicon be strong enough to support the tank?

i would say silicone would be fine thats all mine has
 
Clean the surfaces very well with vinegar first, Can you make a diagram of the tubing for us?
 
im sorry i cant draw it very well. its the same thikness of a pencil but hollow. im not sure wat its for. it touches both the bottom and the side. would plain silicon be strong enough ??
