Replacing Biorb Ceramic Media For Something Else

Im currently using a 30L Biorb as my tank and in the process of cycling it. I bought it before I knew any better but since I have it, Im using it. Although there are plans to eventually (within the next 3-4 months) replace it with something larger.

Now as you may or may not know, the biorb uses undergravel filtering and ceramic media on which to develop the biological filter. Before I started cycling the tank I removed the charcoal and zeolite from the filter it comes with, just leaving the sponge. In addition I added a mini fluval internal filter so I effectively have two filters.

Im planning on keeping a Blackmoor or other Goldfish in the tank for a few months (the fish will be bought as a juvenile so 30L will be adequate temporarily) but as they like to rummage on the bottom I dont think the ceramic media is suitable and could potentially damage the fish.

So the way I see it is I have two options. Firstly I could remove the ceramic media altogether and replace it with gravel/sand and run the risk of potentially losing a percentage of my biological filter or I could buy a different media to sit on top of the large ceramic media to make it more of a flatbed. I was thinking something like this would do:
