Rena Cal 200watt Heater

Wonder if anyone can help me? I set my tank up today and all seemed well. Its a 121x50x70 cm Rena with 2 x 200 watt heaters. I have attached one to each end of the tank.

I bought the tank and heaters second hand and tested them before I put them in but now I'm a bit confused. I know the light n the heater is an indication that its working and it is supposed to go on and off as the thermostat kicks in BUT one heater seems to be on and the other is off.

The one that is on is at the end that seems to have the most circulation (because of where the spray bar is situated) sooooooo is it the circulation that is causing one heater to be on more than the other or do you think there may be something wrong with the heater that is off??

I'm a tad confused and concerned!!

Have you checked the temperature at both ends? r they both set to the same temp? sounds like the one that is never on is prob set at a lower temp than the one that is on.
Simple things like a blown fuse, and i once couldnt understand why something wasnt working when i realised it wasnt switched on at the mains!!!
