Removing Rust

My birds drinking dishes are starting to rust on the edge, and I was wondering how to remove it. I've been able to scrape some of it off but can't get all of it. Is it safe to use rust-removing chemicals?

Scrub the rust spot with a wad of aluminum foil; this scours the finish though
