Refugium Light

I have a little tank (4.5 us gallons) and im using about 3 gallons, its a refugium for my 15 US gallon tank.
I need a light,

the stats are
6700K full spectrum illuminations ideal for aquatic plants and marine reef growth
Enhance the red colour of ornamental fish
fashionable,compact and easy to install it to the aquarium
provides the optimum lighting for plants 8~10 hours pr day
two colour to choose for the product: black and argent
ergonomically design to fix any aquarium tanks

Would this be ok for the macro algeas and things that i will grow in there?

Just why im here, what substrate should i use in it? I have crushed coral, some coral gravel. Just need to know which would be best or better.
