Red Rose Anemone SICK?? 911

Here is a picture of my friends tank which he has a 30gal. live rock, live sand, crabs, emerald crab, snails, scooter fish, 2 clownfish, and 1 chromis. What could have caused this the conditions are pristine.

Possibly lighting. anemones are very hard to keep though and even though your water appears high quality, there may well be something in the water that wasnt tested for? Does he use RO water?
