Red Lines On Tail

Hello. I got a goldfish from a reliable fish store about 2 weeks ago. I put him in a 1.5 gallon tank and changed part of his water every other day. I noticed that my fish had Ick about 24 hours ago and quickly purchased medicine to help him. He also has these red lines going down his tail and is making sudden sharp turns and motions in the tank. Thinking this was ammonia poisoning, I got a 10 gallon tank for him and it has been sitting for about 12 hours. I also got some ammonia bubbling chips for him in the mean time. It has been about 7 or 8 hours since i places a chip in his current aquarium, but i've noticed no change. His lines have gotten worse over night and the ick is still there. My Question:

Is it safe to move him to his new tank in his current condition, or should i try to heal him in the tank he is in now.

please help me soon!! I dont know how much time he has left...
 
it does sound like ammonia poisoning

do daily water changes of 10-20% use dechlorinated tap water dechlorinator (can be bought for you lfs),reduce/stop feeding,remove any uneaten food,remove any dead/dying vegation
is your tank filtered if its not get one asap as you tank will more then like be full of ammonia
you will need to cycle the filter so filter start/boost bacteria is a must (bought at lfs).
also daily water changes will be needed till the ammoina,nitrite,and nitrate have settled down
you also need to test for the above plus ph, high ph can effect ammonia making it more toxic
it will take so time for the filters to mature so dediction is needed with the water changes and testing
