Recommendations?

Can anyone recommend to me a small Characin or Cyprinid that doesn't reach above 6cm and shoals moderately tightly?
I just find so much conflicting information, I already have Rummynose Tetras on my list as well as Diamond Tetras.

Tbh, no fish shoal very tightly; that's a defense mechanism and they only do it if they feel threatened.

Rummy noses and harlequins are the best shoalers.

I don't mean RIGHT together I mean just stay with one another, I've been told that Neons will just wander off on their own.

AS Fluttermoth said, fish school tightly together when they feel threatened, if they feel safe more often than not they'll do their own thing.
Harlequin rasboras tend to stay togethr if you have enough of them
 
You know Rummynose Tetras pretty much stay together even when they're not in trouble, I was wondering if there are any other fish like that. Do Cardinals do that?
 
penguin tetras probably better than any of the aforementioned fish at shoaling together.

cardinals / neons suck at it.

my pearl danios always stay in a group unlike my neon/glolight tetras! and they're very entertaining to watch imo
