Re-Sealing A Juwel Tank

I have a Juwel Vision 260 which is approximately 7 years old and is starting to leak from the plastic rim around the top of the tank. I think the 7 year old silicone is starting to give way. 7 years is probably pretty good anyway.

My question is can I remove the plastic rim to re-seal it, or do I need to leave it on?

Can I just re-seal where it is leaking, or do I need to do the whole tank?
