The pseudomugil species spring to mind- forktail blue-eye is the one you see most often. And the dwarf neon rainbow (melanotaenia praecox) should just about be ok.
checkout the best rainbowfish site and have a look at the many species available.
see one you like, do some more research and then if it is suitable try and get hold of it.
some of the melanotaenia are going to get too big but there are so many to choose from http/members.optushome.com.au/chelmon/Melano.htm
You'll probably be looking at the pseudoomugil species of rainbowfish. They stay smaller than the Melanotaeniidae species which are almost all 4-6 inches (the dwarf neon, m. praecox, is a notable exception).
