Rainbow Dace Behaviour

I have had 5 rainbow dace in a 60litre cold tank for about 2 weeks now. Just over the past couple of days their behaviour has changed markedly. I'm wondering if this may be something to do with a 25% water change that was done at the beginning of the week (it was the first water change for the tank since setting up). At first the fish were very very active, constantly chasing each other round. Now they have become the opposite and are hardly moving at all, staying together under cover of plants. One fish seems to have separated itself from the others and can often be seen towards the top of the tank, again quite still in comparision to previous behaviour. The water looks fine and I can't see any physical problems with the fish. Any advice would be very welcome, thanks in advance, Katie.
 
Have you tested the water with a liquid test kit? Also, did you use dechlorinator when you refilled after the water change? Chlorine is very bad for fish, and if you didn't use dechlorinator that may have something to do with it.
