Hi there!
I have a planted tank measuring 24"x8"x8" (which is about 6.6 US gallons) with no current inhabitants. The tank is being kept 'alive' at the moment by the addition of powdered fish flake every other day. I get lots of nice algae in there because it's a shallow tank and the light is intense. I have a Fluval 1+ filter (53gph), which filters the tank about 8 times an hour.
If I were to keep a trio of otos in this tank would I be able to keep any other small fish like neons as well? I am aware that otos like very clean water and I am aware of the inch per gallon rule, but I just wondered about people's personal opinions and/or experiences. Many thanks ^_^

If the tank has no heating, its probably not a good idea as they are not very hardy fish and dont really fair well with temp or water quality fluctuations.
The other thing is, that the fish flake thing is probably only barely keeping your beneficial bacteria alive- if you were to add 3 otos in one day, you may see some nitrites from the big increase in ammonia bioload- the main issue though with the fish flakes, is that they have to rot to produce ammonia.
Rotting food though on the other hand can harbor many nasty fish desease, particually columnaris, and fish are most liable to getting illnesses when they are first acclimatised to a new tank because of the stress factor, so i personally wouldn't feel very safe about adding such a delicate fish to a tank that has been kept going in such a way. 6.6 US gals is very small for a tank, really too small for a small shoaling/schooling tetra species in my honest opinion- i wouldn't only really advise perhaps some small shrimp, a male betta or a trio of some very small corys like pygmy or panda corys  .
