Quick question Do I keep this thing on my plant

I just bought a plant and want to know if I am supposed to keep this thing on it or take it off

Is that salt inside?? If it is definitely take it off.I have another question if you don’t mind, I got a hold ribbon plant and I have no clue if I’m supposed to fully submerge it in the water or use it as a filter plant

I believe this to be a bamboo plant if I'm not mistaken. If it is I recommend keeping the leaves above water level because it is not an aquatic plant. And it will suck out your nitrates like nothing.
 
Yeh as stated previously, it's a lucky bamboo and leaves need to be out of the water. If it's not tall enough yet, you could keep it out of the tank for now and grow it out in a pot with gravel . Fill the pot with water nearly to the brim and keep it well watered. When it's tall enough, you can then put it in your tank...just remove the lower leaves. Lucky bamboo is a low light plant...do not put directly in the sun.

It probably will work if all the leaves are out of the water. You could watch it and see how it does. I'm not a fan of having plants that grow mostly out of the water.
 
can you post a pic of the top part of the plant?
