quick cycle question

ive been cycling my tank for a long time, and its about to get done but there is a problem....
my ammonia is really low, but my nitrites are soaring and so are my nitrates.
i was thinking that if my nitrates are so high, that my nitrites wont be able to turn into nitrates.

nitrite- 4
nitrate - 100 and over

should i do a really big water change or just wait or what?
my nitrites have spiked almost 2 weeks ago.

so it usually takes 2 weeks or more after the nitrite spike for nitrites to go down?
 
nitrates are actually around 250..... i just measures. i was just kinda guessing before
 
i think nitrates are way to high, im gonna do a 75% change.

i dont think it will hurt the cycle anyways
