how do you get Neon Tetras to Breed

With difficulty!
only kidding! These are very difficult to bread if you ever manage to get that far! Your best bet is to try a search on google about them or wait for someone with more knowledge of them to post but I'm sure it is very difficult to do. Good Luck!
